I refer to your correspondence dated 14th April, 2003 which was addressed to the Assistant Commissioner Fachtna Murphy concerning the above caption.
At the outset, I wish to apologise for the delay in corresponding to you in this matter.
While I am mindful of the fact that you sought submissions by the 13th June, 2003, nevertheless, I am taking this opportunity to advise you that Option 3 at page 27 would be best suited to the needs of the Garda S
