    (1) Principles and Process Guidelines – The discussion document set out possible principles to underpin the development of the national framework of qualifications and possible process guidelines to be adopted by the Authority in undertaking this task.

    (2) Policies and Criteria – The discussion document explored the policies and criteria to be determined by the Authority for the development of the national framework of qualifications. The document further explored how the Authority might differentiate between further education and training and higher education and training. The processes for the inclusion of awards in the framework were also considered.

    (3) Access, Transfer and Progression – The discussion document examined how the Authoritywould facilitate and promote access, transfer and progression. The document also set outpossible procedures for access, transfer and progression that the Authority might establish.
